Information Background Screening (NL-VGB)

On 5 January 2026, we have been informed by the Supervisory Authority On Civil Aviation Security hereinafter: BTBB (reference number: 7013671) of the introduction of new designated trust positions within civil aviation security (hereinafter: BBLV) as set out in the Directive on Background Screening Investigations.

As part of this directive, the requirements relating to background screening in connection with BBLV training programmes have been tightened. Effective 1 March 2026, any individual undertaking training for a position designated as a trust position must possess a Declaration of No Objection (VGB) prior to the commencement of the training programme.

Individuals who do not hold a valid VGB are not permitted to attend or participate in the NOBB training. Consequently, it is no longer possible to attend these training programmes on the basis of a Certificate of Conduct (VOG) alone.

Digital Submission of Background Screening Applications (NL-VGB)

It is now possible for organisations within the civil aviation sector to submit security screening applications digitally. This enables applications to the General Intelligence and Security Service (AIVD) to be processed more efficiently and submitted more easily.

You are therefore required to make use of this digital process as soon as possible and, in any event, no later than 1 September 2026. Please note that if you have not transitioned to the digital application process by this date, the AIVD can no longer guarantee its service levels.

Security screening applications must be submitted via the AIVD's e-AV portal: e-AV portaal
